In recent decades, the phenomenon of elite migration—commonly referred to as "brain drain"—has emerged as a major challenge for developing countries, including Iran. The migration of scientific elites to developed nations is driven by various factors such as the lack of research infrastructure, economic constraints, job insecurity, and an inactive academic environment. Nevertheless, in recent years, some countries have successfully implemented supportive policies and programs that have encouraged reverse migration and facilitated the return of their talented professionals. In Iran, institutions such as the National Elites Foundation and the Vice-Presidency for Science and Technology have taken steps in this direction; however, significant challenges remain.
This study examines the causes, obstacles, and policy solutions related to the return of Iranian scientific elites, from the perspective of science and social policy. Its aim is to offer strategies to increase both the return rate and long-term retention of elites within the country.
