After the defeat of ISIS, Iraq experienced major political, social, and economic transformations that not only reshaped its domestic landscape but also influenced the approaches of regional and international powers, particularly Iran and the United States. This study offers a comparative analysis of Iranian and U.S. foreign policies toward post-ISIS Iraq (۲۰۱۸–۲۰۲۳), focusing on political, social-media, and economic factors.
Iran’s strategy has largely centered on expanding influence through resistance groups and shaping Iraq’s internal political processes. In contrast, the United States has sought to build a stable, secular, and Iran-distant Iraq through perceptual and cognitive confrontation, manifested in media, public services, and politico-economic interactions.
Overall, the findings show that both countries’ policies are rooted in their strategic priorities and national interests: Iran aims to strengthen its strategic depth in Iraq, while the United States prioritizes stability and the reduction of Iranian influence.
