با توجه به نقش بیبدیل مفهوم همسویی راهبردیمطرحشده توسط نورتون و کاپلان و مدیریت کیفیت پایدار در بقا و افزایش رقابتپذیری سازمان، شکاف موجود بین اهداف راهبردی و بلوغ سامانههای مدیریت کیفیت، بهویژه در صنایع پیچیده، که ناشی از درک ناکافی از سازوکارهای تعامل بین این دو حوزه است، موجب محدود ماندن فرآیندهای کیفیت در سطح عملیاتی (کیفیت کالا و محصول) و عدم بهکارگیری راهبردی آنها در گستره کلی کیفیت سازمان میشود. عدم توجه کافی به همسویی راهبردی به عنوان پیشنیاز بالندگی سامانههای مدیریت کیفیت سازمانی یکی از علل اصلی عدم موفقیت در پیادهسازی سیستمهای مدیریت کیفیت محسوب میگردد. این پژوهش با هدف توسعه یک چارچوب انطباقی انجام شده است که در پی شناسایی ابعاد همسویی راهبردی و بلوغ مدیریت کیفیت و بررسی اهمیت و تأثیرات آنهاست. در این راستا، ابتدا با بهکارگیری روش مرور نظاممند ادبیات، از میان ??? سند علمی، ابعاد کلیدی مرتبط شناسایی و در نهایت یک مدل انطباقی اولیه پیشنهاد شد. این مدل پس از مرحله بازبینی، بومیسازی و اعتبارسنجی، از طریق دو پرسشنامه جداگانه میان ??? نفر از خبرگان شاغل در ?? سازمان، با استفاده از روشهای آماری مختلفی شامل معادلات ساختاری، تحلیل عاملی تأییدی، و آزمون فرضیه، مورد تحلیل قرار گرفت و تعمیمپذیری آن در جامعهای گستردهتر بررسی شد. مهمترین دستاورد این پژوهش، ارائه مدل انطباقی ابعاد همسویی راهبردی و بلوغ مدیریت کیفیت است. این چارچوب انطباقی، روابط ابعاد و شاخصها را نشان میدهد که در آن شش بعد اصلی همسویی راهبردی، شامل شایستگی منابع انسانی، حاکمیت، ارزش، ارتباطات، مشارکت ذینفعان و دامنه مدیریت، با ابعاد بلوغ مدیریت کیفیت، شامل بافت سازمان، رهبری، مدیریت فرایند، مدیریت منابع، تحلیل و ارزیابی عملکرد، بهبود، یادگیری و نوآوری، مرتبط میشوند. این جدول، با تغییر نگرش در مدیران، میتواند در مراحل تدوین، پیادهسازی، کنترل و بازخورد استراتژی، همچنین در هدفگذاری، سنجش و ارتقای بلوغ سازمانی راهنمای عمل باشد.

Thestrategic alignment concept, pioneered by Norton and Kaplan, alongsidesustainable quality management, plays an indispensable role in organizationalsurvival and enhanced competitiveness. However, a significant gap persistsbetween strategic objectives and the maturity of quality management systems,particularly within complex industries. This disconnects, stemming from aninsufficient understanding of the interactive mechanisms between these twodomains, often confines quality processes to the operational level - focusingnarrowly on product quality - and prevents their strategic application acrossthe entire organizational quality spectrum. The neglect of strategic alignmentas a prerequisite for the maturation of organizational quality managementsystems is a primary factor contributing to implementation failures. Thisdissertation addresses this gap by developing an adaptive framework designed toidentify the dimensions of strategic alignment and quality management maturityand to investigate their mutual importance and interdependencies.Theresearch commenced with a systematic literature review, screening ۸۴۳scientific documents to extract key dimensions, which informed the proposal ofan initial adaptive model. Following a phase of review, localization, andvalidation, the model was empirically tested. Data were gathered via twodistinct questionnaires administered to ۱۵۰ experts across ۳۶ organizations.The collected data were analyzed using various statistical methods, includingstructural equation modeling, confirmatory factor analysis, and hypothesistesting, to assess the model's validity and generalizability within a broadercontext.The primary contribution of this research is thedevelopment of a comprehensive adaptive model elucidating the relationshipbetween strategic alignment and quality management maturity. This frameworkdelineates the interconnections between their core dimensions and indicators.Specifically, it links six key dimensions of strategic alignment - HumanResource Competence, Governance, Value, Communication, StakeholderParticipation, and Management Scope - with seven dimensions of qualitymanagement maturity: Organizational Context, Leadership, Process Management,Resource Management, Performance Analysis and Evaluation, Improvement, andLearning & Innovation. By fostering a paradigm shift in managerialperspectives, this framework serves as a practical guide for the formulation,implementation, control, and feedback of strategy, as well as for settingobjectives, measuring, and enhancing overall organizational maturity.
