The current research has been carried out under the title of the role of executive bodies in the development of cycling in the city of Qom. The research method was applied in terms of descriptive strategy, and in terms of implementation, it was a survey whose data was collected in the field. The statistical population of this research was made up of general managers of the sports and youth department, deputies, expert experts of departments and organizations, heads of the cycling committee and officials of the executive bodies of Qom, whose duties include the development of cycling in the city. Due to the small number of expert samples and their limitation, sampling is done using the total number sampling method.The measuring instrument of the research was a researcher-made questionnaire, whose Syriac and content validity was confirmed by ۸ sports management professors, and some amendments were applied to it. And its construct validity was examined and confirmed using the confirmatory factor analysis method. The reliability of the research questionnaire was obtained by its preliminary implementation on ۳۰ sample people and using Cronbach's alpha method (? = ۰.۹۸). The obtained results showed that the municipality plays the biggest role in the development of cycling in Qom city. And the General Directorate of Sports and Youth, the Police Force, the General Directorate of Environmental Protection, University and Higher Education, Broadcasting, and the General Directorate of Education, respectively, play an important role in the next stages of the development of cycling in Qom are responsible.
