چکیده
این پژوهش با هدف کالبدشکافی فرآیند تعامل میان کنشگری مدنی دیجیتال و میدان قدرت در ایران، به مطالعه موردی کارزار آنلاین جمعآوری امضا برای درخواست مخالفت با محدودیت اینترنت بینالمللی پرداخته است. این مطالعه در پی پاسخ به این پرسش اصلی است که کنشگران و سیاستگذاران چگونه کنش جمعی آنلاین را فهم، صورتبندی و در برابر آن واکنش نشان میدهند و چه منطق، استراتژی و چارچوب تفسیری بر این فرآیند حاکم است. روششناسی پژوهش کیفی و مبتنی بر نظریه زمینهای است که دادههای آن از طریق مصاحبههای نیمه ساختاریافته با سه گروه اصلی کنشگران (بنیانگذار، گفتمانی، امضاکننده) و سیاستگذاران مرتبط با موضوع گردآوری و با استفاده از روش تحلیل مضمون تحلیل شده است. یافتههای پژوهش نشان میدهد که کنشگری دیجیتال، پدیدهای چندلایه و استراتژیک است که از «اکوسیستم دوگانهی بسیج» (همگرایی اعتماد نهادی و نفوذ شبکهای) و «منطق چندوجهی مشارکت» (تلاقی حق، وظیفه و اعتماد) نیرو میگیرد. در مقابل، «میدان قدرت» با یک «منطق دوگانه» (کارشناسی-کیفی در برابر سیاسی-کمی) به ارزیابی مطالبه پرداخته و آن را در فرآیندی از «اهمیت مشروط» تا «تعامل مدیریتشده» پردازش میکند. نتیجهگیری اصلی پژوهش حاکی از آن است که اثربخشی کارزارهای آنلاین، بیش از آنکه محصول فشار عددی صِرف باشد، به یک تعامل پیچیده میان کیفیت راهبردی کنشگران (در بهکارگیری سرمایهها و قاببندی مطالبه) و ظرفیت ساختاری میدان قدرت برای جذب یا دفع این مطالبات بستگی دارد. در وضعیت فعلی، این کنشها عمدتاً در ایجاد دستاوردهای گفتمانی و تقویت فرهنگ مطالبه گری موفق بودهاند، اما تأثیرگذاری مستقیم بر سیاستگذاری، مشروط به نهادینهسازی قانونی و تغییر در منطق حاکم بر میدان قدرت است.

Abstract:
Aiming to dissect the process of interaction between digital civic activism and the field of power in Iran, this research conducts a case study of the online petition campaign against international internet restrictions. The study seeks to answer the primary question of how activists and policymakers comprehend, formulate, and react to online collective action, and what logics, strategies, and interpretive frameworks govern this process. The research methodology is qualitative and based on Grounded Theory, with data collected through in-depth, semi-structured interviews with three main groups of actors (the founder, discursive activists, and signatories) and relevant policymakers. The data was analyzed using thematic analysis. The findings indicate that digital activism is a multi-layered and strategic phenomenon powered by a dual ecosystem of mobilization (a convergence of institutional trust and network influence) and a multi-faceted logic of participation (an intersection of right, duty, and trust). Conversely, the field of power evaluates the demand through a dual logic (expert-qualitative versus political-quantitative) and processes it through a spectrum ranging from conditional significance to managed interaction. The main conclusion of the research suggests that the effectiveness of online campaigns, rather than being a mere product of numerical pressure, depends on a complex interplay between the strategic quality of the activists (in deploying capital and framing the demand) and the structural capacity of the field of power to absorb or repel these demands. In the current context, these actions have primarily succeeded in achieving discursive gains and fostering a culture of public accountability, but their direct impact on policymaking remains conditional upon legal institutionalization and a shift in the governing logic of the field of power.
