امروزه عوامل تعیین کننده رشد اقتصادی به یکی از موضوعات قابل تامل و بحث برانگیز در میان اقتصاددانان تبدیل شده است. به رغم افزایش عوامل مهمی نظیر نهاده های تولید, نوآوری و تحولات فنی و بکارگیری ظرفیتهای احتمالی خالی در اقتصاد, یکی از چالشهای اساسی رشد اقتصادی, محیطی حقوقی و نهادی است که کارگزاران اقتصادی اعم از بنگاه ها و سرمایه گذاران در آن مشغول فعالیت هستند.با توجه به کند بودن رشد اقتصادی کشورهای منطقه منا در طی دهه های گذشته علی رغم وجود فرصت ها, ظرفیت ها و امکانات از جمله منابع نفتی به نظر می رسد یکی از موانع موجود, فضای مطلوب کسبوکار برای فعالان اقتصادی در این منطقه است. برای این منظور این مطالعه به بررسی تاثیر بهبود محیط کسبوکار بر رشد اقتصادی در کشوره های منطقه منا در سال های ۲۰۰۰ الی ۲۰۲۰به روش داده های تابلوئی پرداخته است. نتایج نشان می دهد که بستن قرارداد، ثبت دارایی، قدرت حفظ و حمایت سرمایه‌گذار، هزینه ثبت دارایی، هزینه شروع کسبوکار، مراحل شروع به کار و محیطکسب‌وکار تاثیر معناداری بر رشد اقتصادی کشورهای منتخب دارد. بهگونهای که محیط کسبوکار، قدرت حفظ و حمایت سرمایه‌گذار، هزینه ثبت دارایی، هزینه شروع کسبوکار بر رشد اقتصادی تاثیر مثبت و بستن قرارداد، ثبت دارایی و مراحل شروع به کار بر رشد اقتصادی تاثیر منفی و معناداری دارند. از اینرو براساس نتایج مطالعه حاضر نشان میدهد که با توجه به اینکه بهبود محیط کسبوکار موجبات رشد اقتصادی را فراهم می‌آورد.

Today,
the determinants of economic growth have become one of the most controversial topics among economists. Despite the increase of important factors such as production inputs, innovation and technical developments and the use of possible empty capacities in the economy, one of the basic challenges of economic growth is the legal and institutional environment in which economic agents, including companies and investors, are engaged in their activities. Considering the slow economic growth of MENA countries during the past decades, despite the existence of opportunities, capacities and facilities, including oil resources, it seems that one of the existing obstacles is the favorable business environment for economic activists in this region. . For this purpose, this study has investigated the impact of improving the business environment on economic growth in the countries of the Mena region in the years ۲۰۰۰ to ۲۰۲۰ using panel data. The results show that signing a contract, property registration, investor retention and support, property registration cost, business start-up cost, business start-up steps, and business and work environment have a significant impact on the economic growth of the selected countries. In such a way that the business environment, the power to maintain and support the investor, the cost of registering assets, the cost of starting a business have a positive effect on economic growth, and signing a contract, registering assets, and the stages of starting work have a negative and significant effect on economic growth. Therefore, based on the results of the present study, it shows that considering that the improvement of the business environment provides economic growth
